RTO Offices

The history of Regional Transport Offices in India, from the time they were first established under section 213(1) of Motor Vehicle Act of 1988, only spans a few decades. The act made it mandatory for all states in India to set up their own Regional Transport Office (RTO). It is an agency within the government of India, supervised by Ministry of Road Transport and Highways of India. The organization mainly functions to register new vehicles and renew the registration of existing vehicles. The RTO also has a responsibility to keep track of vehicle ownership and transfers.

Duties & Functions of RTO Offices

The Regional Transport Office performs various duties for the state they are located in. The department needs to stay in sync with the government of India in order to enforce the provisions of the various acts that are a part of the Motor Vehicle Act and to ensure the implementation of Motor Vehicles Rules that are applicable on the state and central level.

The main functions of RTOs include registration, licensing, and testing of motor vehicles, issuance of driving licenses, enforcement of traffic rules and regulations, etc. Apart from these functions, the offices also perform other duties which are not mentioned in the official Rules. These duties include issuing vehicle fitness certificates for registration purposes, issuing special provisions certificates for disabled drivers, and more.
