How to Download RTO Form 28?

  1. Visit https://parivahan.gov.in/parivahan/
  2. Select “Informational Services” from main menu
  3. Hover over “Downloadable Forms” on drop-down
  4. Select “All Forms” & you will be redirected to a page with all RTO Forms
  5. Click “From 28” against ‘Vehicles Related’ category of forms
  6. Your form will be downloaded in PDF format

How to Fill Form 28?

RTO Form number 28 is an application for the grant of No Objection Certificate, required to transfer the vehicle to another jurisdiction or sell it to someone else. This form is to be filled in quadruplicate if the vehicle is held under an agreement of hire-purchase/lease/hypothecation, and in duplicate if not.   1. Fill in your personal details in Part I of the form:

    b. Son/wife/daughter of
    c. Mobile number
  2. Provide the details of the vehicle:
    a. Registration number
    b. Class of vehicle
    c. Registering authority that originally registered the vehicle
    d. Engine number or motor number (in the case of Battery Operated Vehicles)
    e. Chassis number
  3. Provide the period of stay in the state, period up to which motor vehicle tax has been paid and whether any demand for tax is pending.
  4. Mention whether the vehicle is involved in any theft cases or any action under section 53, 54 or 58 of the “Motor Vehicles Act, 1988” is pending.
  5. Specify whether the vehicle is involved in any case of transport of prohibited goods.
  6. In the case of a vehicle held under an agreement of hire-purchase/lease/hypothecation, mention the full name and address of the financier.
  7. Sign the form and provide a date.
  8. If the vehicle is held under an agreement of hire-purchase/lease/hypothecation, fill in Part II with the consent of the financier.
  9. Part III is the office endorsement by the registering authority, granting or refusing the “No Objection Certificate” under section 48(3) of the Motor Vehicles Act, 1988.
  10. Send the form to the registered owner, financier, and the registering authority by registered post acknowledgment due.
